“Negreg” until the IDRs come home

throwing my #highered #negreg comments into the void makes me miss circa 2019 Twitter

Thanks @robertkelchen.com for the SO on my OpEd.

My next one is gonna likely be on how Trump is gonna use #NegReg to crush student loan borrowers.
In this piece, @dcollier74.bsky.social calls ED an "unreliable partner" for higher education. It's hard to come to a different conclusion at this point due to a lack of staffing in key areas that affect students and colleges.
Federal Government Is Now an Unreliable Partner (opinion)
Under Linda McMahon’s leadership of ED, colleges should prepare for a student aid policy characterized by inefficiencies and overreach, Daniel A. Collier writes.

I give a lot of credit to the Biden administration for the amount of good it has done with debt cancellation, but I also don't understand what the plan was for negreg & debt cancellation. Missouri was always going to sue. So what was the plan for next steps?

See, I literally knew the one person to ask. I didn't sit in those #NegReg Zooms for nothing!

If anyone is curious here was my 3min #NegReg statement.

Forgive the stuttering; reading aloud is literally the hardest thing for me.

#negreg Little known fact that Pink Floyd's "Comfortably Numb" was written after listening to a session of negotiated rulemaking....

Here's my working paper using Sequential Explanatory MM (SEM then interviews) that examines the effects of balances and remaining payments for #PSLF borrowers on financial distress and subjective well-being.

#negreg Several times already the dept's negotiator and lawyer have mentioned that the language in the draft regs was not what they would have chosen, suggesting that it was not generated in-house....

Any others hearing something similar?

#negreg -
Now discussing Constitutional Issues:

no surprises here, but when folks like Michael Shires (Heritage) and Ray Rodrigues (SUSF) talk about 'intellectual diversity' what they mean is Partisan Balance among faculty.

All the reporters will be calling to learn more about negreg to understand how this happened!

As things are not always public - I was having a hard time making a specific case about the wider impacts I've had.

I knew my work was cited in #NegReg conversations and circulated in #FSA, #CFPB, and #GAO but I had no idea how it was so widely used.

Not bad for a community college kickout.

I really should consider WFH on NegReg days to keep my screams to myself

Cage matches instead of NegReg. Just when we thought federal rulemaking couldn’t get more exciting.

Who’s bringing the folding chair?

#negreg discussion on accreditation starting today: some of the department's draft rules may be outside the legal bounds of the Higher Education Act:

Many of the Education Dept.’s Accreditation Ideas May Be Illegal, Experts Say
The first discussions about the draft regulations begin Monday under negotiated rulemaking. The process can be painstakingly tedious, but with enormous implications for the future of higher ed.

#negreg - one more point on the 'competition' issue: The accreditor that will gain the most new institutions in coming years is the Higher Learning Commission, which is ALREADY the largest instituitonal accreditor.

So, what we're seeing is consolidation of the 'market'
April 13, 2026 at 5:33 PM
The department is proposing that accreditors REQUIRE colleges to presume that credits transfer as gen ed or electives

#negreg
#negreg

May be some fireworks this afternoon as the committee takes up the issue of transfer of credit! Accreditors typically leave the decision up to the college - a key area of academic autonomy

That said, nearly everyone agrees that this is thorny - can be costly for students
April 15, 2026 at 5:24 PM
#negreg - first real flash of anger from Mark Becker, board chair of CPHE, who tells the dept that the narrative about runaway tuition, at public colleges at least is 'patently false.'

Cost drivers are fed compliance which will increase with the proposed regs, Becker says

Here is my full #NegREG statement in video format.

Also, I am pissed at myself for not rocking my CM Punk or Macho Man Randy Savage shirt during this. I didn't even think about it until just now.

I deeply respect Katherine’s reporting, but clearly she’s recently lost her mind.

Likely a side effect of watching #NegReg
Controversial opinion: Sheets is better than excel unless you are using a massive dataset.

1/ While I've got a few minutes, let me write some inside-baseball about the committee's composition

There was some real concern about ED not seating any of the nation's formerly regional accreditors as primary/voting members.
April 15, 2026 at 5:35 PM
#negreg:

First bit of tension, McComis asks the dept to seat another rep for recognized accreditors -- among the principals who can vote, he is the ONLY one - there is no rep for a recognized programmatic accred and the regs will cover several issues important to them

the move fails
April 13, 2026 at 2:13 PM
#negreg - Some musing: a central premise of ED's accreditatio rulemaking is that competition will bring in new, more rigorous accreditors that will require to improvements in student success.

What low-performing college is going to sign up for an accreditor that raises the bar??

As we talk about #NegReg and #PSLF remember my work quantitatively and from the mouths of borrowers shows that uncertainty is related to psychological distress, which connects with suicidal ideation.
