We need to restore the Office of Civil Rights (OCR) in the Department of Education ASAP. Students with disabilities around the nation need this crucial safety net in place.

My chiding aside: this can be done on-device (i.e. no server costs). Why don't major apps that support image uploads automatically run OCR and prompt suggested alt text?
I didn't write this out: your phone or computer can capture 99% of the text with OCR and you can take 5 seconds to paste and fix it up.
