Mauritania signs two offshore oil and gas exploration contracts with
Mauritania has signed two exploration and production contracts with US energy company Murphy Oil Corporation (NYSE: MUR) covering the offshore C10 and Tiof blocks, marking a fresh attempt to develop the country’s oil and gas resources beyond its existing production projects. The agreements were signed in Nouakchott on November 3 by Energy and Petroleum Minister Mohamed Abdel Vetah and Murphy Oil’s senior vice-president for exploration and subsurface, Christopher Charles Olson, according to a government statement. The contracts cover acreage in Mauritania’s coastal sedimentary basin and are production-sharing contracts, Financial Afrik reported. The ministry said the agreements would support renewed offshore exploration and strengthen cooperation with international energy companies. Neither side disclosed financial terms, participating interests, investment commitments, seismic programmes or drilling schedules. The acreage includes previously explored areas. Tiof contains an oil discovery made by a Woodside-led consortium in 2003 that was never developed. The signing follows months of negotiations. In an August 5 shareholder update, Murphy said it had applied for offshore exploration acreage in Mauritania during the second quarter and begun discussions with the government, with contracts expected to be finalised in the second half of 2026. On July 8, the energy minister told the Council of Ministers that the government intended to sign exploration and production contracts for three offshore blocks with Murphy Oil and Chariot Limited (AIM: CHAR), which had applied separately, Upstream reported. The November agreements cover only C10 and Tiof and were announced with Murphy Oil; no participation by Chariot has been disclosed. Murphy has been expanding its West African exploration portfolio. The Houston-based company announced an oil discovery at its Bubale-1X exploration well offshore Côte d’Ivoire on June 22 and reported successful appraisal results from the nearby Bubale West-1X well on October 12. It agreed key terms in August with Cameroon’s state oil company, SNH, for production-sharing contracts covering four offshore blocks, and said in its August update that it expected to finalise both the Mauritanian and Cameroonian contracts in the second half of 2026. Mauritania is seeking to diversify its hydrocarbons industry after production at the Chinguetti oilfield ended in 2017. Its current offshore development centres on the Greater Tortue Ahmeyim liquefied natural gas project, operated by BP (LSE: BP) on the maritime border with Senegal. The Murphy agreements concern separate acreage, with no drilling programme or commercial development decision yet disclosed.

Ann Leahy says Western Downs data centre, oil exploration could drive water investment
The rapid industrialisation of agricultural lands west of Brisbane could be a catalyst for private sector investment, the Queensland water minister says. Oil and gas exploration in the Taroom Trough, a proposed $32 billion data centre and the agriculture and feedlot industry based in the Western Downs have been welcomed by the Crisafulli government. "For that to expand we do need to find new water sources. We have to look at all of the options available," Water Minister Ann Leahy told the ABC. She said the federal government had "constrained" access to water in the region and that the developments provided scope for investment in projects such as the long-discussed $3.4 billion Nathan Dam. "Are there options of Nathan Weir? Nathan Dam? What are those options available to us?" Ms Leahy said. The MP for the vast southern electorate of Warrego blamed the federal government for "taking water away" from the via buybacks in the Murray-Darling Basin. "Once they take that water out of this region it can no longer be traded back to other industries," Ms Leahy said. Ms Leahy, who was speaking at an economic forum about the proposed Western Downs Digital Park, said the federal government was...

Trump Announces "Massive" Greenland Oil Exploration Plans
“Massive” oil, gas, and minerals exploration will soon begin in Greenland, U.S. President Donald Trump said on Wednesday, claiming that the territory has enormous resources of readily available oil. Last month, the United States, Denmark, and Greenland signed an agreement to strengthen defense and security in the Arctic and North Atlantic, easing months of tensions over President Trump’s frequent threats to seize the Danish territory. The agreement reaffirmed Danish sovereignty and the right to self-determination of Greenland residents. “Massive Oil, Gas, and Mineral Exploration is getting ready to begin in our new and beautiful Greenland!,” President Trump wrote in a post on Truth Social on Wednesday. “There are Experts that are saying that the amount of easily available Oil is far greater than that of almost any land, anywhere in the World and, even more importantly, from a Security Purpose in the Defense and Offense of both the United States of America, and Europe, is second to none.” The U.S. President did not reveal any timelines of the start of oil, gas, and minerals exploration. U.S. Greenland Energy Company has said it will fund 100% of the costs associated with up to two exploration wells in Greenland, designed to delineate...

Interior creates exemption from case-by-case environmental review for winter oil exploration in Alaska's petroleum reserve - NationofChange
The Interior Department has created a new exemption from case-by-case environmental review for wintertime oil and gas exploration in the National Petroleum Reserve in Alaska, according to a Federal Register notice filed October 8 and scheduled for publication October 9. The notice adds a categorical exclusion under the National Environmental Policy Act to the department’s procedures. Under it, the Bureau of Land Management can approve seismic surveys, applications for permit to drill and rights of way for winter exploration in the reserve without preparing an environmental assessment for each action. The exclusion takes effect on the date the notice is published. It is signed by Troy Finnegan, a deputy assistant secretary exercising the delegated authority of the assistant secretary for policy, management and budget. The reserve covers about 23 million acres on Alaska’s North Slope and is administered by the Bureau of Land Management. The notice lists six categories of covered activity: vibroseis seismic surveys, temporary ice roads and snow routes, ice pads and camps with support equipment, water withdrawals and access, appraisal or delineation drilling and well testing and plugging, and helicopter-assisted summer cleanup of the prior winter’s drilling season. Interior says in the notice that the bureau reviewed...
