The best suspicion is that the Moroccan government is directing this for one reason or another, probably because Spain restored its relations with Algeria and gave 70,000 Sahrawis the Spanish citizenship (both of which Morocco hates to see as it occupies Western Sahara)

Context: Spain reopened relations with Algeria (which supports WS) and will vote on granting citizenship to 70k Sahrawis who did not receive one because of the handover. Morocco wants to do anything to protect its WS claim and knows Spain's colonial leftover cities are a good spot for negotiation

I’ve called Western Sahara the Moroccan equivalent of Gaza for good reason. In fact, most Sahrawis aren’t even there anymore but in refugee camps in Algeria.

Its first leaders like Adnan Abu Walid al-Sahrawi, were of Arab/Berber Sahrawis descent. It matters to this day - while the rank-and-file troops is a mosaic mirroring socities on the ground ISGS/ISSP has always had a "white" man in charge - and it continues even today.
