Right but Americans do NOT have a language for SOCIAL VALUE bc they are babies who see the word social & think communism. Social value is what your tax $ is supposed to impart w/how it's spent, but we let one person take ALL the benefits & do not require a minimum % helped or NO BILL. We need that.
