My overall observation here, is that Russia has lost the ability to make long term plans economically.
I know this will sound contradictory, but they’ve lost the ability to forecast accurately longer term, and thus are only able to work in short term.

But like…scientists generally understand that there are issues with extrapolating from long-term or broad-scale trends to individual or short-term circumstances. Climate models can’t produce tomorrow’s local weather forecast.

There is no such thing as a "long-term Treasury bill". LOL. I mean, to finance types, that's like saying "what colors does first base come in?".

CBO does excellent work modelling, and I don't think this exercise is useless, but I also think we need to be VERY skeptical of any long-term forecast for interest rates. It's extremely difficult to generate one that is even remotely accurate. And that applies to explicit forward pricing.
CBO significantly raised its projections of the interest rate the government pays on its debt. This is a key driver of debt/gdp sustainability.
It also means higher interest rates on credit card debt, auto loans, mortgages, etc. And it means higher prices, since business investments cost more.

Minnesota’s budget forecast is almost a billion dollars lower in the long-term than it was in November. And the only thing that’s changed since November and today is Donald Trump.
