The greatest problem in computer science is estimating software installation time. I just watched my new MacBook Pro go from 3 hours, to 2 hours and 45 minutes, to 2 hours and 43 minutes, to 56 minutes, to “about a minute” in the course of an hour. And that’s where I've been for several minutes.

There is a Lords amendment that requires all phones to have unremovable spyware pre-installed, supposedly to combat CSAM. It is unsurprising that one of its sponsors is the weirdo Hilary Cass.
Member's explanatory statement This new clause would require the Secretary of State to take action to promote and protect children's wellbeing by mandating the installation of software which prevents the creation, viewing and sharing of child sexual abuse material on smartphones and tablets which are supplied for use in the UK. Sponsors Baroness Cass Crossbench Life peer Baroness Benjamin Liberal Democrat Life peer > Lord Nash's amendment, After Clause 27 Children's Wellbeing and Schools Bill Report stage Unnumbered amendment Lead member Lord Nash Conservative, Life peer Im Lords > After Clause 27 insert the following new Clause- "Action to promote the wellbeing of children by combating child sexual abuse material (CSAM) (1) Within 12 months of the passing of this Act the Secretary of State must, for the purpose of promoting the wellbeing of children, make and bring into force regulations which require manufacturers, importers and distributors of relevant devices to satisfy the CSAM requirement specified in subsection (2). (2) The "CSAM requirement" is that any relevant device supplied for use in the UK must have installed tamper- proof system software which is highly effective at preventing the recording, transmitting (by any means, including livestreaming) and viewing of CSAM using that device.

just to provide a counterexample; I've been using linux full time for gamedev for over a year, and my experience has been:
- installation is pretty simple
- drivers, etc, everything worked out of the box
- all the software I cared about using works perfectly
- I never have to use Windows in a VM
