Models of science focus on how scientific agents/activities reach solutions or produce discoveries. I think this is why they're often so useless at actually explaining how science does what it does. We need to understand how science generates problems because that's exactly where it excels.

though Popper was no fan of religion, i think his falsificationism carves out space for important explanations of our reality that are nonetheless non-scientific (contra the positivists). he wasn't opposed to hermeneutic projects, he just didn't think they were science.
