At some USFWS regional & field offices some resource extraction agencies (FHWA etc) provided funding incl overhead to hire ESA staff to exclusively handle their projects

Fix of $$$ was like drugs to junkie, kept some offices in the black&some managers allowed less thorough reviews of those projects

For the FHWA data, it's the "Federal Aid Urbanized Area," which is kind of weird, because it's urbanized areas, not county boundaries. Blue in this screenshot.

Neither had I. I got curious because the FHWA table listed the census population as around 1.1 million, which is a lot more than just Davidson, but a lot less than the whole Metropolitan Statistical Area (MSA).

Both the FHWA and like every state DOT regularly throws a bunch of money at this problem. My University also has a lab entirely devoted to studying asphalt and pavement mixes. On a state level getting another year or two out of pavement can be a couple hundred mil per year in savings.
