There already is built-in 2FA in FIDO2: User Verification. As long as you require UV for log-in you get both possession - phone/security key/account - and knowledge (pin) or biometrics.
All you need to do is set userVerification to preferred (default in webaithn) or ideally if you need 2FA required

なんか Windows に Security Key 突っ込んだら PIN を設定しろとか言われてマイクロソフトにキレてる。WebAuthn の userVerification: "preferred" をこれまではタッチだけで OK だったところを("preferred" なのに！) PIN 必須に変えた上に設定でも変更できないということらしい？？？(この理解があっているかは知らんがとりあえず僕は困っている
