Ranked choice voting is familiar to anyone who has voted for the Hugos in the last 40 years or so, although with the Hugos if there's nothing on the ballot you like you can choose "No Award" and honestly that wouldn't be a bad option to have available for most political elections as well
The easiest way to explain ranked choice voting is that it's a sandwich order, not a tier list. If I said your choices are turkey, ham, or dogshit, you wouldn't be like "ok my third choice is dogshit", you'd simply omit the shit sandwich.
