Du würdest mit HTML anfangen für die Struktur der Seite, dann wahrscheinlich CSS für die Ästhetik, und für die Funktionalität hab ich bisher JavaScript, php oder beides genutzt. Aber ob du das überhaupt brauchst, hängt von dem Zweck der Seite ab ^^

I'm always surprised that "just write in Markdown and we'll convert to HTML" hasn't become mainstream for web design as far as I've seen.

It's not that hard either, all you really need to know is a few HTML tags and CSS rules. The Javascript and back end languages are optional, for making interactive and dynamic content. You can start simple and go learning new techniques to improve your website later.
