The reedbed and wet woodlands will lose 87% of their biodiversity value whilst the site as a whole will lose 72% of its existing wildlife habitats.

Biden needed Republican support in the Senate (and to a lesser extent, House) to pass his legislative agenda.
Burnham has a huge majority in Parliament and the House of Lords can't stop him the way a Senate filibuster can.
He could do both but he's vibing.

This government reminds me of Joe Biden. Biden didn't want to be the prosecute Trump president, he wanted to pass an infrastructure bill. Burnham doesn't want to be the take on the hard right PM, he wants to do social care reform and devo. But you have to do the task you're set or face disaster.
