There is nothing the DoD wants to do less than DOMOPS. Full Stop. The National Guard doesn't even want to do DOMOPS, the Guard (outside maybe the CRE) thinks it is the *exact same* as active duty and is focused on the "war fighting" mission. They don't want to even think about it, so they don't.
